The following activities / tasks are part of our component 1 work package:

Preparation of Implementation materials (work plan and staff schedule) within 2 weeks after the mobilization of contract;

In consultation with international knowledge partners and ADB conduct an overall needs assessment to establish and confirm: Data requirements, DIAS interaction requirements and ADB-SAF functional requirements. This is part of the inception phase and the result will be documented in the inception report.

Analyse different Spatial Data Standards and propose suitable spatial data standards for ADB SAF;

Prepare necessary technical specifications for the acquisition and procurement of high resolution EO satellite datasets, Digital Elevation Model (DTM) and Ground Control Point (GCP) requirements for three cities (Vinh Yen, Ha Giang and Hue) in Viet Nam;

Prepare necessary technical specifications for collection of (a) socioeconomic, (b) meteorological, (c)climatic, (d) river, (e) national ground control points, (f) topographic, and (g) sea (bathymetry for Hue city) data for 3 selected cities in Vietnam; Make arrangements with the relevant agencies and if required agree with ADB on procurement of data from these agencies if fees apply;

Prepare necessary specifications and procedures for (1) image pre-processing and ortho-rectification, (2) DTM contour and spot height extraction (3) land use mapping (updating and extraction) and interpretation key definition, (4) ground survey for field verification and ground truthing;

In consultation with international knowledge partners, prepare a Dynamic Scalable Architect (DSA) of SAF database and detailed design/specification for the ADB-SAF Online application and DIAS Interface. Assist ADB to subscribe (initially for a period of three years) to required cloud computing service for SAF;
